The article I saw was this one: http://news.bbc.co.uk/1/hi/england/lancashire/6197652.stm&lt;br/&gt;but I think there have been several others.&lt;br/&gt;You may be right about displacement; I don&#039;t think this can be a long-term/permanent solution, I think that would require something that actually engaged the young people concerned in activities that they found more meaningful / useful etc.&lt;br/&gt;Bridget</description>
